Services of the Chamber of Judicial officers of the Czech Republic
The Chamber of Judicial Officers of the Czech Republic is a professional self-governing organization representing judicial officers. Membership in the Chamber is mandatory for all judicial officers. The Chamber exercises self-governance of judicial officers and supervision over their official activities, and as such it ensures the quality of enforcement proceedings and other activities carried out by judicial officers.
1. Supervision of Judicial Officers
The Chamber of Judicial Officers of the Czech Republic exercises supervision over the activities of judicial officers, the management of enforcement offices, and compliance with obligations imposed on judicial officers under the Act on Certain Measures Against Money Laundering and Terrorist Financing.
In the exercise of its supervisory powers, the Chamber is authorised to:
- carry out regular inspections of judicial officers;
- inspect case files maintained by judicial officers;
- request written statements from a judicial officer regarding matters subject to supervision;
- request oral explanations from a judicial officer or their employees;
- enter the premises of a judicial officers;
- inspect the handling of funds held in special accounts.
Information on how to submit a complaint, motion, or inquiry is available here.
2. Public Web Portals
The Chamber operates several public web portals.
The Chamber maintains and administers the Central Register of Enforcement Proceedings. This is a publicly accessible register of all ongoing enforceable enforcement proceedings conducted by judicial officers.
Data on enforcement proceedings relating to a specific person are entered into the register by judicial officers and may be obtained electronically via the Central Register website or in paper form at Czech Post branches or at the Chamber’s headquarters and branch office.
The Auction Portal is the only platform where information on all judicial officer-ordered auctions is available in a single place. It also includes a platform for online auctions conducted by judicial officers.
After identity verification, users may directly participate in bidding for items offered in enforcement auctions. Auction procedures are set by the Chamber as the primary supervisory authority, ensuring compliance with legal regulations and case law and maintaining a high standard of transparency and reliability compared to commercial auction platforms.
The statistical website provides the public with basic data on enforcement proceedings as part of the Chamber’s “Open Data on Enforcement” project.
The purpose of the project is to present objective data in a fully transparent manner. The Chamber thereby significantly supports public administration by regularly providing statistical data on enforcement proceedings. This project is not financed from public funds.
The Central Official Notice Board is the main platform where judicial officers publish documents intended for parties who have not taken delivery of correspondence, typically because their registered address is at a municipal registry office (address for notification) or because no mailbox is available at the delivery address.
The portal also contains links to the electronic official notice boards of individual judicial officers.
3. Online Legal Advisory Service
For more than 15 years, the Chamber has provided free legal advice in the field of enforcement proceedings.
Anyone may submit a question within the designated time via an online legal advisory service. Answers are provided by qualified legal advisors. The purpose of the service is to offer brief informational guidance.
The service operates through an electronic form, which is accessible only at predefined times. Scheduled sessions are published in the Free Legal Advice section.
